Appeal is filed in Sequim opposing MAT process
Sequim, WA – Retired attorney Robert (Bob) Bilow filed a notice of appeal to Barry Berezowsky, the Director of Community Development (DCD), City of Sequim, on Valentine’s Day, February 14th.
Specifying why he (as Appellant) believes the Director’s decision to classify the MAT proposal as a “Type A-2 process” was wrong, Bilow wrote, “the Director has reached his ‘decision’ erroneously by proceeding through an analysis based upon Title 18 of the Sequim Municipal Code , rather than via the proper Title 20 of that Code.

DCD and Deputy Mayor confuse Sequim citizens about process to appeal MAT project
Sequim, WA – The Sequim City Hall was filled to capacity, as approximately 125 people battled wind and rain to attend the January 27th meeting of the City Council.
The Jamestown S’Klallam Tribe had filed a permit application for their projected building project – the planned medication-assisted treatment (MAT) clinic – on South 9th Street, in the heart of Sequim.
Citizens have testified at many meetings and want to have input and explanations about the proposal. Constituents were not asked about their thoughts in having a treatment center in the middle of their town by their elected state legislators before it was funded as part of the middle-of-the-night State budget. They also were not alerted by their elected county commissioner or city council before discussions and planning of the endeavor.
Sequim receives newly elected City Council members and permit application is submitted by Tribe for Methadone Clinic
“Where can we sit?” was the question from many citizens, as they arrived January 13, for the regular meeting of the Sequim City Council.
Approximately 200 people gathered and many had to join the overflow crowd, who stood outside the room, for many hours.
People were excited that new council members were offering them hope and that perhaps their valley could be saved.
Retired attorney files Appeal of Decision to Sequim City Council
Sequim, WA – Retired attorney Robert L Bilow, spoke to Sequim City Council members and staff as approximately 200 citizens, who also gathered into the main hallway area, January 13, 2020 at Sequim City Hall.
Bilow submitted an Appeal of the decision, by the Director of Community Development (DCD) Barry Berezowsy, with respect to “classification” of the Jamestown S’Klallam Tribe’s application for a medical outpatient medication-assisted treatment (MAT) clinic.
Sequim Citizens show up to let State Legislators hear their voices in opposing proposed MAT facility
Sequim, WA – Enthusiastic members of Save Our Sequim (SOS), a local citizens group of approximately 2500 people, gathered at Sequim City Council hall, on January 8th, to meet the three 24th District State legislators. The local group is not in favor of the longtime planned Medication Assisted Treatment (MAT) facility, which has been designated by the Jamestown S’Klallam Tribe, for its location, on South 9th Street, in the heart of the busy downtown area. Approximately 200 people gathered inside the room and throughout the adjoining entryway.

Letter to the Editor: Berezowsky receives sovereign immunity primer
Editor, My 12/23/2019 email exchange with Barry Berezowsky is now presumably a “public record” in the City archives. I am attaching that exchange, including the Tribal Code attachment.
Questions arise about so-called ‘legal’ reasons for denial of moratorium on MAT clinic
On August 12, 2019 the Sequim City Council voted 4-3 against a proposal made by Council Member Ted Miller for a three-month moratorium on all development applications in Sequim’s Economic Opportunity Areas.
I have read an email dated August 21, 2019 in which City Council Member Candace Pratt explains her opposition to that proposed moratorium, and wish to comment on the content of that email.
Ms. Pratt describes her experience when attending an educational forum in 2008 regarding moratoriums as follows:
“…Carol Morris was the expert speaker. I learned that moratoriums are to be very judiciously enacted. There must be an emergency…”
Rep. Jim Walsh releases statement on bills seeking to limit legal gun ownership
Rep. Jim Walsh, R-Aberdeen, released the following statement regarding a package of legislation prefiled for the upcoming 2020 session that he says would infringe upon the rights of gun owners. State Attorney General Bob Ferguson and Gov. Jay Inslee’s bills would ban assault weapons and put new limits on “high capacity” magazines.
The 19th District lawmaker calls the bills an “amateurish and constitutionally flawed attempt” to prohibit legal gun ownership. Walsh says the proposals are a strong indication of the lengths the sponsors are willing to go to strip citizens of their constitutional right to bear arms.
Retired attorney / local citizen requests clarification of process for Sequim MAT facility
In a letter addressed to the Director of the Planning Commission, local citizen and retired attorney Bob Bilow requested that the Planning Commission to clarify its position for moving forward with the Medication Assisted Treatment (MAT) facility in Sequim.
The letter follows:
“Dear Director and Commission:
“In a December 11 Sequim Gazette article discussing the expected application by the Jamestown S’Klallam Tribe for a Medication Assisted Treatment (MAT) facility in Sequim, reporter Matthew Nash stated:
